The rules change at every city line
There is a difference between covering an area and knowing its rules. In Chesapeake, the City's Portable Storage Containers page sets limits for portable storage containers on residential lots and includes roll-off containers and dumpsters in its definition of a container; the page does not say which limits apply to a dumpster, so we check the City's rules before booking. Virginia Beach requires a permit for any activity in its right-of-way. Portsmouth requires a permit for a container in a street, Hampton requires an encroachment application and Council consent for one in its right-of-way, and Isle of Wight County requires a Board licence to haul refuse for hire on County streets (sec. 8-17). Virginia's VDOT rules bar any nontransportation use of state-highway right-of-way without written VDOT permission (24VAC30-151-20), so a container never goes in the right-of-way of I-64, I-264, I-564, US-17, US-13, US-58, US-460, VA-168, VA-171 or any other state route.
